Dalian West Pacific Petrochemical Co., Ltd., known as WEPEC, is located in Dalian Economic and Technological Development Zone. Approved by the State Council, it is China’s first large-scale Sino-foreign joint venture refining and chemical enterprise, fully operated and managed by PetroChina. With a total investment of 1.013 billion US dollars and a site area of 2.5 square kilometers, the company has a primary crude oil processing capacity of 10 million tons per year. It owns 18 main production units and supporting utility facilities. Adopting a full-hydrogenation process route, it specializes in processing high-sulfur imported crude oil. Its main products cover more than 30 grades of petrochemicals, including National VI gasoline, diesel, jet fuel, low-sulfur marine fuel oil, naphtha, liquefied petroleum gas, polypropylene, MTBE, benzene, mixed xylene, heavy-duty road asphalt and sulfur. The self-developed high-grade degradable fiber material PPH-Y0380 has achieved stable mass production, suitable for non-woven fabrics and sanitary consumables. Products supply Northeast China market and are exported via port logistics. Its low-sulfur marine fuel oil can provide bonded bunker fuel for international vessels. The enterprise has established a complete QHSE management system covering quality, health, safety and environment, equipped with professional testing laboratories. It implements strict quality control and full-process traceability, and can steadily supply customers with standard oil products and polyolefin chemical raw materials.

In terms of technological innovation, digital transformation and green low-carbon development, WEPEC continuously carries out unit technical renovation and intelligent upgrading. It is recognized as a provincial benchmark enterprise for intelligent transformation. The company optimizes processing schemes, develops high-value new materials and improves comprehensive resource utilization efficiency.
